Yes you can, if you’re a law enforcement officer, a pre-Kindergarten through 12th grade school teacher, a firefighter or an emergency medical technician.
HUD’s “Good Neighbor Next Door” program is designed to promote home-ownership in targeted revitalization areas. They offer a generous incentive in the form of a 50% discount of the property’s listed price. In return, you agree to occupy the property as your primary residence for a minimum of 3 years.
However, not all “HUD Homes” qualify for the program. Properties qualify by being located within the city’s targeted revitalization area. A property that is offered through the Good Neighbor program will be on the market for 5 days, during which time they will accept submissions from qualified applicants. If there is more than one submission, HUD will hold a lottery to determine the Awardee (if that’s even a word).

The last time I checked, there were no qualifying HUD homes in the Wasatch Front Area. Several years ago there were many available homes that would qualify and there were many teachers and officers who were trying to buy them.
Also, I’m told that if you’ve done it once, the new policy is that you can’t do it again.
